Both wallet addresses from one public key — offline, no signing, no
network. Pure helper: given any secp256k1 public key (e.g. a
wallet_public_key claim, if a flow supplies one) it returns the
corresponding receive addresses. The issuer does NOT pre-derive the key
before the first ceremony — issuer-side derivation was rejected
(docs/34, 2026-08-20).
